2023-2024 Snow Removal Assistance Program
The City of Moorhead will assist low- and moderate-income homeowners who are elderly and/or disabled with snow removal services. Community Development Block Grant (CDBG) funds will be used to pay a contractor the City hires to remove snow for persons who are accepted into the program for 1) public sidewalk abutting home; 2) driveway; and 3) one walkway to a door.
Eligibility
To be eligible for assistance, a person must be:
- A homeowner; home cannot be rental property, unless it is a single-family home for which the tenant is responsible for snow removal.
- Physically unable to remove snow. All household member(s) must be elderly (age 65 or older) and/or disabled (as defined by eligibility for paratransit services).
- Under the qualifying household income limit of 60% area median income (see chart below). Income eligibility will be determined by your 2021 household income (includes the unadjusted gross income earned by everyone living in your household over the age of 18). Please note that Social Security and Pension benefits are included as income.
- 1 person - $44,520
- 2 people - $50,880
- 3 people - $57,240
- 4 people - $63,540

There are limited funds available in this program - eligible applicants may be waitlisted.
