Charter & City Code
Moorhead is a home rule charter city, which means a charter, which is like a constitution, establishes the form of government for the community. Moorhead is organized under the Council-Manager form of government.
All of Moorhead's laws are compiled in book form known as the Moorhead City Code. The code includes all ordinances the city has adopted, including any penalties for violations.
A searchable copy of the City Code is available online. The web version of the code is hosted by Sterling Codifiers and is provided for informational purposes only. It may not reflect all of, or the must current, legislation that has been passed. The only official edition of the City Code is the printed version maintained by the City Clerk.
