The City of Moorhead contracts with the law firm Ohnstad Twichell, P.C. for civil legal services. City Attorney services include a broad range of legal guidance including:

  • Legal advice, representation, and counsel to the City Council, City Manager, departments, and staff
  • Attendance at regular and special City Council meetings, and other boards, commissions, and committees upon request
  • Assistance in the preparation and review of ordinances, resolutions, agreements, contracts, forms, notices, certificates, deeds, and other legal documents
  • Representation in civil litigation proceedings

Ohnstad Twichell, P.C. does not represent or give legal advice to members of the public in their contracted City Attorney services role.
