The City Council will consider a second reading of Ordinance 2025-09: An Ordinance to Amend the Official Zoning Map Rezoning Downtown MU-3 Parcels and to Amend and Reenact Title 10, Chapters 15, Mixed Use, Chapter 18, Use Regulations and Chapter 20, Parking on October 14, 2025.
These zoning map and text amendments are part of the Onward Moorhead! Comprehensive Plan Update, which was approved in 2022. The City is in process of updating the citywide zoning map and entire zoning code.
These zoning code updates reduce minimum parking for housing, adds multi-family dwellings to MU-4, cleans up use regulations and provisional and conditional use permit language.
