On March 21, 2023, at approximately 12:20 AM, a Moorhead Police Officer attempted to stop a vehicle for a traffic violation in the 1800 block of 12 Avenue South. The vehicle fled and officers pursued. The pursuit went east on 12 Avenue to 34 Street and then south. The pursuit was terminated due to the suspect vehicle's excessive speed.
Another officer later observed the vehicle near Village Green Boulevard and 20 Street South. A tire deflation device (STOP-STICK) was deployed successfully deflating three of the vehicle tires. The vehicle was found stopped shortly after in the 2900 block of 16 Street South with two occupants running from it. The passenger, Shawn Mosca (44), of Detroit lakes was arrested for Fleeing on Foot and outstanding Warrants. A perimeter was established and a short time later officers located the driver, Jovan Gagnon (28), of Mahnomen hiding under a parked vehicle in an adjacent parking lot. Gagnon was arrested for Fleeing Police in Motor Vehicle and Fleeing on Foot. Both are currently held at the Clay County Jail.
