Public Hearing Notice - Planning & Zoning

Notice is hereby given that the Planning Commission of the City of Moorhead will hold a Public Hearing at the Hjemkomst Center Auditorium on Monday, October 3, 2022 at 5:30 pm to consider the following items:  

  1. Request of City of Moorhead for a Vacation of Right of Way within Schreibers Addition described as follows:

    That part of First Avenue South (formerly known as Main Street) as dedicated in the plat of SCHREIBERS ADDITION to Moorhead, Clay County, Minnesota being a 100.00 foot wide strip lying westerly of and adjacent to a line described as commencing at the intersection of the east line of the Northwest Quarter of Section 9, Township 139, Range 48, Clay County, Minnesota with the northerly line of the Burlington Northern Santa Fe Railroad (BNSF) right of way being a strip of land 100 feet in width being 50 feet on each side of the centerline of the Burlington Northern Santa Fe Railroad (BNSF) across said Section 9; thence North 36 degrees 12 minutes 38 seconds West, assumed bearing, along said northerly line a distance of 935.85 feet to the point of beginning of said described line; thence North 26 degrees 14 minutes 47 seconds West a distance of 5.00 feet;  thence northwesterly, northerly and northeasterly  849.01  feet along a tangential curve concave to the east having a radius of 496.00 feet and a central angle of 98 degrees 04 minutes 27 seconds to the intersection with the north line of Block 22, said SCHREIBERS ADDITION and there terminating.

  2. Request of City of Moorhead and Moorhead Public Service for Vacation of Right of Way within Hills Addition described as follows: All that part of the 80-foot wide right-of-way for 4th Avenue North, originally dedicated as Conie Avenue on the plat of Hill’s Addition to the City of Moorhead, Clay County, Minnesota, lying between the west line of 22nd Street North (originally dedicated as Minnesota Avenue on said plat) and the westerly right-of-way line of U.S. Highway No. 75; together with that part of the 80-foot wide right-of-way for 23rd Street North (originally dedicated as Dakota Avenue on said plat) lying northerly of said 4th Avenue North and westerly of the westerly right-of-way line of said U.S. Highway No. 75.

  3.  Request of Thor Investments, LLC for a Vacation of Easement within Queens Addition described as follows: A 10.00-foot easement for utility purposes over, under and across Lots 1, 2, 5, and 6, Block 3 of Queens Addition, according to the recorded plat thereof, Clay County, Minnesota. The centerline of said easement is described as follows: Commencing at the northeast corner of said Lot 1; thence on an assumed bearing of South 00 degrees 04 minutes 11 seconds East on the east line of said lot a distance of 200.00 feet to the northeast corner of said Lot 2; thence continuing South 00 degrees 04 minutes 11 seconds East on the easts line of said lot a distance of 200.00 feet to the southeast corner of said Lot 2 and said line there terminating. The sidelines of the strip are to be prolonged or shortened to terminate on the boundary of the land described in the caption. Said easement contains 4,000 square feet, more or less.

  4. Request of PROffutt Limited Partnership for a rezone from TZ: Transitional to CC: Community Commercial at: A portion of 2500 34th St S - Parcel 58.900.1062 – Section 15 Township 139 Range 048 PT OF S1/2 E OF HWY LESS 128.33 AC & CAR WASH ADDN (abbreviated description – full description available upon request)

  5. Request of City of Moorhead for text amendments to Moorhead City Code, Title 10, Chapter 18, Use Regulations as it relates to Sale and Manufacturing of Cannabinoids.

At the hearing, the City of Moorhead will afford an opportunity for interested persons to be heard with respect to these items.
