Public Hearing for Proposed Special Assessments

The City of Moorhead will hold a public hearing at 5:45 pm on Monday, June 13, 2016, in the City Council Chambers of Moorhead City Hall, 500 Center Avenue, 1st Floor, Moorhead, Minnesota, to consider assessing a number of specific properties that have incurred special charges of the following nature:

  • Rental Inspection Penalties and Fees
  • Nuisance/Property Maintenance Abatements/Penalties
  • Snow, Grass, and Weed Abatement
  • Tree Removal and Branch Pick Up/Disposal
  • Sanitation/Environmental Health Abatements                                               

The properties proposed for assessment of unpaid special charges are located throughout the City of Moorhead; there is not a specific neighborhood or area that has accumulated special charges. 

Comments and Objections:  The proposed assessment roll is on the file with the Moorhead City Clerk.  Written or oral objections to the special assessment of these charges by any property owner will be considered at the public hearing. No appeal may be taken as to the amount of any assessment adopted unless a written objection signed by the affected property owner is filed with the Moorhead City Clerk prior to the assessment hearing or presented to the Moorhead City Clerk at the hearing. The Moorhead City Council may adopt the proposed assessment at the hearing. 

Appeals:  Pursuant to Minnesota Statute 429.081, an owner may appeal an assessment to district court by serving notice of the appeal upon the Mayor or City Clerk within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.

Payment Dates:  The assessment may be prepaid (in part or in full) to the Moorhead Finance Department prior to November 15 of the calendar year in which it is approved.  Special charges assessments will be payable as a single installment and will be certified to the County Auditor for payment in the tax year following the assessment hearing.  No prepayment after November 15 will be accepted by the City as the entire amount plus interest will be certified to the County Auditor for payment.

Senior Citizen or Retired and Disabled Persons Hardship Deferral:  MSA 435.193 to 435.195 permits deferral of special assessments for homestead property to persons 65 years of age or older or retired by virtue of disability for whom it would be a hardship to make the payments.  For information on this program, contact the Moorhead Finance Department at 218.299.5320.
